Performs specialized work in the administration of staffing and related personnel actions such as hires, promotions, transfers, demotions, employee counseling, adverse actions, and terminations. Provides guidance and assistance in the recruiting, selecting, hiring and retaining of regular and temporary personnel. Performs other duties as assigned.
Graduation from an accredited college or university with a bachelor’s degree.
Three years of increasing responsible experience in recruitment, selection, staffing, and human resources administration to include experience interpreting and applying compliant hiring policies and employment practices.
Experience interpreting and applying collective bargaining agreements and Maryland at-will principles preferred. Experience in a K–12 educational environment is preferred.

Professional in Human Resources (PHR) or Sr. Professional in Human Resources (SPHR) certification issued by the Human Resources Certification Institute or SHRM-Certified Professional (SHRM-CP) or SHRM-Sr. Certified Professional (SHRM_SCP) issued by the Society for Human Resources Management preferred.

Thorough knowledge of human resources laws, codes, regulations, and standards.Knowledge of the principles and practices of human resources administration, including staffing, recruitment, selection, and employee relations.Knowledge of modern office practices.Knowledge of personal computers and word processing, spreadsheet, and database applications.
Skill in the use of HRIS, applicant tracking systems, spreadsheet, and database programs.Skill in communicating effectively both orally and in writing with diverse stakeholders.Skill in preparing reports, training materials, and recruitment related content.Skilled in presenting training.Skill in analyzing data, procedures and practices and developing recommendations for process improvements.Skill in speaking and presenting before groups in a clear, organized, and professional manner
Ability to manage and maintain confidential and sensitive information with accuracy and discretion. Ability to analyze and interpret HR data, policies, and procedures to support decision-making.Ability to communicate system processes and provide user support for HR systems, ensuring accessibility and ease of use for individuals with varying levels of technical proficiency. Ability to establish and maintain effective working relationships.Ability to exercise tact, sound judgment and professionalism in dealing with employees and sensitive personal matters.
The work of this class is generally sedentary.Work involves travel to offices and schools throughout Baltimore County.
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.Work schedules may include nights, weekends, and travel.
